Parallel reports - what are they?
Voluntary National Reviews, or VNRs as they are also called, are reports produced by Member States on the status of implementation of the 2030 Agenda in their country. The Voluntary National Review (VNR) process is the primary channel for reporting on country-level progress of the SDGs and the 2030 Agenda. You can read more here about VNRs here.
However civil society plays an important role in international monitoring processes through the production of independent “civil society reports”, which can also be referred to as “shadow reports,” “spotlight reports,” or “parallel reports. These reports are produced through a collaborative process within civil society to paint a more holistic and honest picture of the 2030 Agenda implementation. These civil society reports are vital to ensuring an independent, robust and accurate assessment of progress within countries, and provide a direct means to promote government accountability to its citizens.

Share it on social media!
Create an engaging message that encourages people to read your parallel report. Include a direct link to your online document. Remember to 1) tag decision-makers and @MajorGroupsUN; 2) use strategic hashtags such as #HLPF #HLPF2022 #MGoS #ParallelReport #VNRsShare it on listservs and mailing lists
Share it with your constituency and ask if your organising partner can share it to the MGoS listserve. You can also send it to IISDs listservs, WUNRN (if it’s on gender equality), UNEA listservs, and constituency listservs. Be strategic with where you share it, so you do not spam.Targeted outreach through emails
Send your parallel report to: 1) decision-makers and Parliamentarians working on the 2030 Agenda in your country; 2) representatives from UN Agencies that might be interested; 3) other NGOs in your country; 4) anyone you have referenced in your report.
